Calling from abroad dont dial the first zero.

For internal calls over UAE it is better to use phone cards for local public phones, which you can buy in shops and in the offices of Etisalat Company. You may also use them for the calls from the hotel. One call costs from 30 to 60 fiels. 

For mobile calls you should better use local sim-card with UAE phone number ("Al Wasel" tariff). To buy it, you need your passport or its copy. It costs 165 dirham and is valid during one year.

If you want to use Internet, use “Dial and Surf” Service. In UAE one doesnt have to pay any subscriber daily or monthly payments, only pay for the time, spent in net. Traffic costs 15 fiels per minute (9 dirham per hour).

If you have some troubles, dial the phone operator (phone number 100) or mobile operator (tel. 101) They speak English and Arabian.
